The Electric Fence is (as far as I know) only featured in Stalag Flucht, the second prison (not counting the tutorial) in the game. It usually has a power source located somewhere in the prison. In Stalag Flucht, it is the Generator. If this power source isn't disabled, when the player tries to cut or file the fence, they will be knocked out and sent to the infirmary, not to mention also loosing all their contraband.
