The Stinger Strip is used to temporarily disable the Jeep patrol around the exterior of Jungle Compound and San Pancho, though it is useless in other prisons due to the lack of jeeps.
This can be used in various escape methods, and in the opinion of many it is a vital item in the act of escape of the Jungle Compound and San Pancho, because since it disables the Jeeps (which will mean instant Solitary if caught by them), it allows the player enough time to get the Unsigned ID Papers, craft the ID Papers and escape.
Many other players don't find the necessity to use Stinger Strips, since it appears that the Jeep ignores the player if he is wearing a Guard Outfit.
